How Official Milestones And Named Leadership Signal Institutional Readiness For Advisors

Decree 285/2026 And Argentina’s CBI Agency Timeline

For immigration professionals assessing a new citizenship by investment framework, early client conversations often turn on one question: is the program institutionalized enough to run predictable files. In Argentina’s case, the most defensible way to answer is to map the official milestones that show legal authority, assignment of responsibilities across agencies, and named leadership.

This timeline focuses on three instruments published in Argentina’s Official Gazette (Boletín Oficial): Decree 366/2025 (legal basis and agency creation), Decree 524/2025 (procedure and inter agency workflow), and Decree 285/2026 (appointment of the agency’s executive leadership). Used carefully, these milestones help your firm explain maturity without relying on unofficial launch claims or investment figures.

Official Timeline: Legal Basis, Procedure, And Leadership

28th May 2025 (instrument date), published 29th May 2025: Decree 366/2025

Decree 366/2025 amends “Ley de Ciudadanía N° 346” to add a naturalization path based on an “inversión relevante” and creates a dedicated agency, the Citizenship by Investment Programs Agency (Agencia de Programas de Ciudadanía por Inversión, APCI), as a decentralized body within the Ministry of Economy (Ministerio de Economía). The decree’s entry into force is tied to publication in the Boletín Oficial, and the Gazette record shows a publication date of 29th May 2025.

On eligibility, the decree inserts a new category for citizens by naturalization: foreign nationals who can demonstrate to the National Directorate of Migration (Dirección Nacional de Migraciones, DNM), regardless of the length of their residence, that they have made an investment in the country that qualifies as “relevant.” The decree also retains the category for foreign nationals over 18 who show continuous, legal residence in Argentina for the 2 years prior to the application and who express their intention before the DNM.

For program maturity messaging, APCI’s creation is the primary institutional marker. The decree defines the agency’s purpose as designing, managing, and controlling citizenship by investment programs. It also specifies that APCI’s leadership will be headed by one Executive Director with the rank and hierarchy of Subsecretary, appointed by the National Executive Power.

The decree goes further by listing competencies that map to operational workflow. Among them, APCI is empowered to receive applications for citizenship by investment, request reports from the DNM and the Financial Information Unit (Unidad de Información Financiera, UIF), evaluate requests, submit a reasoned report to the DNM, and issue the rules it deems necessary for its functioning.

30th July 2025 (instrument date), published 31st July 2025: Decree 524/2025

Decree 524/2025 adds procedural structure by placing the filing channel at APCI. It states that an applicant may request Argentine citizenship by investment before APCI, which then evaluates whether the investment qualifies as “relevant” according to what the Ministry of Economy establishes.

If APCI considers the investment to be “relevant,” Decree 524/2025 sets out a concrete governance step: the agency must request reports from multiple bodies, including the Ministry of National Security (Ministerio de Seguridad Nacional), the UIF, the National Recidivism Registry (Registro Nacional de Reincidencia), the National Registry of Persons (Registro Nacional de las Personas, RENAPER), the State Intelligence Secretariat (Secretaría de Inteligencia de Estado, SIDE), and any other public or private body it deems appropriate.

The decree then assigns a decision time standard to the DNM. Once the DNM receives the report prepared by APCI, the DNM has 30 business days to issue a decision. Decree 524/2025 also authorizes APCI to issue complementary or clarifying rules to regulate the procedure, and it takes effect on the day of its publication in the Boletín Oficial.

Effective 22nd April 2026, published 28th April 2026: Decree 285/2026

Decree 285/2026 provides the clearest staffing milestone: it appoints a named Executive Director for APCI. The decree designates, effective 22nd April 2026, on an “ad honorem” basis, Ms. Aixa Granara (D.N.I. N° 33,665,083) as Executive Director of the Citizenship by Investment Programs Agency, the decentralized body within the Ministry of Economy. The Gazette record shows a publication date of 28th April 2026, and the PDF displays an instrument date of 27th April 2026.

What These Milestones Let You Say, Precisely, In Client Readiness Discussions

For professional positioning, each instrument supports a different, client safe statement about maturity.

  • Decree 366/2025 supports that Argentina’s nationality law framework includes an “inversión relevante” naturalization path, and that a dedicated agency (APCI) exists with enumerated competencies and a defined top leadership role.
  • Decree 524/2025 supports that the application channel runs through APCI, that APCI evaluates whether an investment qualifies as “relevant,” that explicit inter agency checks are built into the process, and that the DNM has a 30 business day decision period after receiving APCI’s report.
  • Decree 285/2026 supports that the leadership role defined earlier is staffed by a named appointee, with a stated effective date and appointment character (“ad honorem”).

A non obvious implication for your intake and client communications is that leadership appointments and procedural decrees allow you to frame governance with specificity, while still avoiding premature precision on the economic substance of the qualifying investment. This keeps your messaging defensible in writing when clients ask for certainty about “program launch” or minimum figures.

Open Items That Matter Operationally (Use As A Controlled Client Script)

Decree 366/2025 and Decree 524/2025 both place the definition of what counts as a “relevant” investment with the Ministry of Economy, including the ability to set specific investment projects for that purpose. In practical terms, program readiness assessment remains anchored to these instruments until the Ministry of Economy’s definition is incorporated into your firm’s eligibility screening and documentation plan.

What Has Not Changed For Case Handling Standards

Even with a legal pathway, a procedure, and named leadership, files still depend on documentary substantiation and government review. The decrees themselves show that APCI’s work includes evaluation and preparation of a reasoned report, and that the DNM remains the decision maker after receiving that report under the 30 business day standard.
